Faiz Hameed HI(M) (Punjabi & Urdu: فیض حمید) is a retired three-star general of the Pakistan Army and former spymaster who served as the 24th Director General of the ISI.[2][3][4] He was commissioned in the Baloch Regiment having served as GOC 16th Infantry Division Pano Akil.[5] He last served as Commander of the XXXI Corps before taking pre-mature retirement on 10 December 2022.[6][7]

Early life and family

Faiz was born in village of Latifal, Chakwal and he joined the Pakistan Military Academy in 1987. He graduated from Command & Staff College, Quetta and was commissioned in the Baloch Regiment of the Pakistan Army. He has three brothers, Sardar Sikandar Hayat, Sardar Najaf, and Sardar Khizar. His brother Sikandar Hayat died in 2016 in an accident while his brother Sardar Najaf Hameed is a land revenue officer in his hometown. Faiz Hameed's family belongs to Chakwal which has produced prominent military commanders in the history of Pakistan.[8]

Military career

Faiz was commissioned in the Pakistan Army's Baloch Regiment. He served as Adjutant General at the GHQ in Rawalpindi, Pakistan from April 2019 to June 2019. He previsouly served as head of the ISI from January 2017 to April 2019. He has remained GOC (General Officer Commanding) of 16 infantry divisions at Pano Akil Cantonment from June 2015 to January 2017, DG Inter-Services Intelligence (ISI) from June 2019 to 6 October 2021. He also served as Corp Commander In Peshawar and Bahawalpur until his retirement.[9]

Director-General of the ISI (2019–2021)

Lt Gen Faiz Hameed previously served as head of the ISI (Counter Intelligence Wing). Later he served as Director-General of Inter-Services Intelligence (DG-ISI) from June 2019 to 6 October 2021. He was the 24th Director-General of ISI. Lt Gen Faiz Hameed is best known for the role of chief spymaster. In September 2021, he visited Kabul just months after the Afghan Taliban took control of the country and discussed the changes after the US withdrawal.

Activities in Kabul following the Taliban victory

During his time as head of the ISI amid the 2021 Fall of Kabul he reached Kabul a few days after the Afghan capital was conquered by the Taliban. When a reporter asked "What do you hope is going to happen now in Afghanistan", Lt Gen Faiz Hameed replied with a smile on his face, "Don't worry, everything will be okay" in Afghanistan as he arrived in Kabul on what sources said was a day-long trip related to the security of the region.[10]

Allegations of political engineering

From 2017 to 2019 Faiz Hameed served as Director General Counter-Intelligence of ISI, better known as DG(C). As DG(C) Faiz was at the center of storm of allegations for his unconstitutional roles that he played at the behest of then military establishment led by Army Chief General Qamar Javed Bajwa to oust Nawaz Sharif's PMLN government and ensure installation of Imran Khan led- PTI into the power in Pakistan.

Unconstitutional role during Faizabad Dharna

Faiz Hameed has been accused of political engineering in the favour of Imran Khan led PTI and undermine its political rival PMLN. Allegation has been raised that Faiz Hameed, as DG(C), ISI organized and supported Faizabad Dharna conducted by Tehreek-i-Labaik against PMLN government in 2017. The Dharna was aimed to undermine government of that time. The demonstration (Dharna) resulted in ''Faizabad Agreement'' in 2017. Faiz Hameed, as DG(C) had brokered the deal between sit-in protestors from various religious factions and the then PML-N government. As a result of the protest, the PML-N government had to sack its law minister Zahid Hamid. The Dharna aggravated the unpopularity of PMLN government resulted in its defeat in 2018 general elections.[11]

Unconstitutional political engineering in favour of PTI

The PMLN leadership also claims that On July 25, 2018, general elections were held in Pakistan were heavily engineered in favour of PTI. They have been alleged by some as the ‘dirtiest’ elections in Pakistan history with military and ISI under Army Chief General Bajwa being accused of manipulating the elections and engineering a victory for Pakistan Tehreek-e-Insaaf over army's challenger Pakistan Muslim League (N). Faiz Hameed, as DG(C) of ISI was alleged to threaten many lawmakers to switch sides, defect from PMLN and other political parties to PTI. Faiz Hameed ensured manipulation in the post-poll scenario of 2018 General Elections to ensure a majority for the PTI. Parties like PMLQ, MQM, GDA and BAP were convinced by DG(C) Faiz Hameed to provide required support to PTI which ultimately brought Imran Khan's party to the power in 2018 general elections. [12]

Faiz Hameed, specifically ensured PTI gets support from MPAs needed to establish its government in Pakistan's Punjab province as PTI failed to achieve majority in 2018 elections to establish its government on its own. To provide PTI with required majority to form government in Punjab multiple independent MPAs were made to join PTI while PMLQ MPAs, under the influence of Faiz Hameed, also extended its support to PTI both at the provincial and federal level. Resultantly, PTI with support of military establishment led by General Bajwa and Faiz Hameed created its government in Punjab which was headed by Chief Minister Usman Buzdar.

Indeed, the scope of Gen Hameed’s ‘operations’ had as DG(C) so expanded under the then COAS Bajwa, from 2017 to 2019, that he could well have been the de facto ISI chief. Under his direction, journalists — whose freedom to report is the gauge of any democracy — were intimidated and micromanaged to a point where many media houses began resorting to self-censorship and/or became shameless propagandists for the state-approved narrative. After being appointed ISI chief, Gen Hameed became yet more powerful, the veritable wind beneath the PTI government’s sails.

Political witch-hunting of PMLN

The former justice of Islamabad High Court Justice Shaukat Aziz Siddiqui had accused the DG(C) Faiz Hameed ISI in 2018 of interfering in the formation of the IHC benches that were supposed to hear former premier Nawaz Sharif’s appeal against his conviction in one of the three corruption references that had emanated from the Panama Papers case. The Justice accused that Faiz Hameed and ISI officials are forming judicial benches constitute of judges subservient to the military. The Justice Siddiqui alledged that military reportedly wanted Judges who anyhow convict Nawaz Sharif in Panama Papers Case. [13]

During his tenure as DG(C) Faiz pressurized Supreme Court led by Chief Justice Saqib Nisar to convict Nawaz Sharif, his family members and his party members. Faiz Hameed was promoted as ISI chief in 2019. As ISI Chief he continued to remain under shadow of controversies. Faiz as ISI Chief was alleged to ensure Nawaz Sharif's incarceration through judicial engineering in which Nawaz Sharif was denied bail on various occasions, so that Sharif could not be able to pose any threat to PTI government.[14]

Interference in No Confidence Motion of Chairman Senate

PPP in 2021, wanted to oust Chairman Senate Sadiq Sanjrani. PPP enjoyed majority in the Senate yet its No Confidence Motion failed to oust Chairman Sadiq Sanjrani as bulk of Senators of PPP switched sided to the opposition led by PTI, supporting Sadiq Sanjrani. It was alleged that PTI was supported by then DG ISI Faiz Hameed which killed No Confidence Motion who abused his powers to intimidate many Senators of PPP to favour PTI.[15]

DG ISI appointment controversy

In October 2021, Faiz Hameed was transferred out from ISI to Peshawar Corps. However, Imran Khan, resisted to implement these transfer orders as he wished Faiz Hameed must continue his tenure as ISI Chief. This deteriorated relations between Imran Khan and military establishment, resulting in ouster through No-Confidence Motion 2022.
