Deprecated Bluetooth applications

Bluetooth applications that have bee deprecated by upstream. They have been
replaced by funcationality in the core bluetoothctl and will eventually
be dropped by upstream. Utilities include:
	- ciptool
	- gatttool
	- hciattach
	- hciconfig
	- hcidump
	- hcitool
	- meshctl
	- rfcomm
	- sdptool
